What is MOEI?
Founded at the University of Hong Kong in 2008, the Migrant Outreach Education Initiative (MOEI) has evolved into a flagship experiential learning initiative in the region.
Rooted in the belief that meaningful learning happens through real-world engagement, MOEI empowers students to step beyond the classroom, develop leadership and cross-cultural understanding, and make a tangible difference in the communities they serve.
Today, the programme is guided by Experiential Learning Asia (ELA), which continues to nurture its growth, upholds its strong educational values, and fosters transformative experiences that shape future global citizens.
Initially, MOEI was established to provide intensive English-language education for migrant children and adults along the Moei River section of the Thailand–Myanmar border. Since 2008, it has expanded to Myanmar, Cambodia, Laos and China.

Since 2008, MOEI has empowered hundreds of student volunteers & thousands of local school students.

In 2025, students from the University of Hong Kong and University College Dublin delivered 1,700+ hours of english teaching.

In 2026, MOEI will focus exclusively on Cambodia, welcoming 40 volunteers across two groups.
In just six weeks, students will step into real classrooms, grow into confident leaders, and contribute meaningfully to Cambodian community schools..
MOEI is more than a teaching program — it is a platform for developing future leaders. It is both a challenge and a life-changing experience.
In 2026 MOEI will be recruiting volunteers from member universities that make up Universitas 21.
